Jamaica Plans Digital Wallet for Government Documents and Citizen Alerts

Jamaica’s next stage of public-sector digital reform will focus on a secure electronic document wallet for citizens, alongside a central government messaging service.

The plans were outlined by Minister without Portfolio in the Office of the Prime Minister with responsibility for Efficiency, Innovation and Digital Transformation, Audrey Marks, during her contribution to the 2026/2027 Sectoral Debate in the House on Wednesday, May 20.

Ambassador Marks said the proposed wallet follows the multi-agency rollout of electronic motor-vehicle certificates. She told the House that “in building on the multi-agency success of the electronic motor-vehicle certificates, the Government will now allow citizens to securely store and share government-issued documents electronically”.

The documents expected to be covered include birth certificates, national identification cards and other civic records that Jamaicans choose to keep in the system.

Marks also said the Government intends to introduce Gov Notify, a platform designed to bring official updates into one channel. “Gov Notify will centralise government notifications and updates through email, SMS, and WhatsApp. The people of Jamaica will be able to receive reminders for expiring passports, drivers’ licences, and other important updates,” she said.

She added that the projects form part of a planned move towards a more efficient government.
