Direct cash payments to begin under ROOFS programme

Amid complaints about limited access to rebuilding assistance under the ROOFS programme, the government has announced the implementation of direct cash payments to address delays and limited collection points.
Under the $10 billion Restoration of Owner or Occupant Family Shelter (ROOFS) programme, Hurricane Melissa victims are receiving $75,000 for minor damage, $200,000 for major and $500,000 for severe damage.
However, beneficiaries have complained about persistent delays due to limited collection points, with some racking up hefty transportation costs as well as major communication gaps.
The parliamentary opposition had also accused the government of running a deeply flawed programme.
It is why Minister of Labour and Social Security Pearnel Charles Jr. says under Phase 2, direct deposit payments will allow for fast turnaround times.
"We are moving further to Cabinet approval; from providing building material and cash grants to now direct cash payments. So it will remove all the barriers of moving proximity and going here.... And we understand that there are some persons in Phase 1 that are yet to carry through. They too will be eligible for this now direct deposit. I know this will help the people of Jamaica," said the minister.
He added that Phase 2 will also include a verification and recovery drive.
"In this national verification and recovery drive, all Members of Parliament, all councillors, church leaders, community leaders, everybody come together to help the people who need to help the most," he declared.
Minister Charles was making his contribution to the sectoral debate in the House of Representatives on Tuesday afternoon.
He said community coordination and outreach support will see representatives in the field to identify those in need of assistance.
Up to March, $8.2 billion was disbursed under the ROOFS programme.
