ST JAMES, Jamaica — The Director of Public Prosecutions (DPP) has ruled that Police Constable Andrew Wilson should be charged with murder in connection with the fatal shooting of 45-year-old Latoya “Buju” Bulgin during a protest in Granville, St James last month.

The ruling comes weeks after the incident sparked widespread public outrage and tense demonstrations across sections of the parish, with residents demanding justice for the slain woman.

Bulgin was shot on May 17 while driving a motor vehicle during a protest in the Granville community. Video footage from a nearby surveillance camera, which later circulated widely on social media, appeared to show a police officer firing at the vehicle as it moved through the area.

The shooting quickly drew national attention and triggered fiery protests by angry residents, who blocked roads and called for accountability from the authorities. Community members questioned the circumstances surrounding the incident and urged investigators to conduct a thorough probe.

Following the shooting, the Independent Commission of Investigations (INDECOM) launched an investigation into the matter. Investigators reviewed video evidence, collected witness statements, and examined other evidence before submitting a file to the Office of the Director of Public Prosecutions for a ruling.

Constable Wilson was subsequently suspended from duty pending the outcome of the investigation.

The DPP has now determined that criminal charges should be laid against the officer, clearing the way for court proceedings to begin.

Bulgin’s death has reignited public debate about police use of force and accountability, particularly during public disturbances and protests.
