Denise Daly urges faster pension payments and stronger protection for retirees

Pension reform was a major issue in Parliament on Tuesday as St. Catherine Eastern MP Denise Daly used her sectoral presentation to press for urgent changes, arguing that many Jamaicans are entering retirement without enough financial security. Her contribution ended with the leader of government business in Parliament describing it as one of the strongest presentations from the Opposition benches.

Daly, who has represented the constituency since 2012, focused on the impact delayed pension processing is having on older Jamaicans. She said it is unacceptable for retirees to wait months or even years to receive money they depend on for basic needs such as food and medication.

She told the House that pension payments should begin as soon as a worker retires and that outstanding cases must be cleared more quickly. Daly also said inflation safeguards are needed so seniors are not pushed deeper into hardship after they stop working. In laying out the Opposition's position, she recommended that pension files start the verification process at least one year before retirement so documents can be checked, discrepancies settled and approvals completed before a person leaves public or private employment.

The MP also argued that Jamaica's move towards digital systems must not leave elderly people behind. While technology can improve efficiency, she said modernization should be designed in a way that still allows older citizens to access services. Daly noted that many senior citizens do not own a phone, far less a smartphone, while others live in areas with limited internet access or have never received digital literacy training.

She said the result is that some older Jamaicans are being left confused and frustrated outside cashless banking facilities while trying to get access to their own funds. Against the background of concern about slow pension payments and the pressure inflation is placing on seniors, Daly called on the government to move quickly, saying retirees should be protected rather than left to struggle.
