
Huawei Jamaica’s Cecil Thoms promoted to Director of Communications and Public Affairs

Technology giant Huawei has promoted Cecil Thoms who served as Manger of Communications of its Jamaican operations to now Director of Communications and Public Affairs.

Next year marks the twentieth anniversary of Huawei’s presence in Jamaica and it has provided the technical backbone of the leading telecoms in this country. It also offers state-of-the art solar energy solutions.

Cecil Thoms is an accomplished communications and public affairs professional with more than two decades of experience spanning journalism, strategic communications, corporate affairs, marketing, and stakeholder engagement. His diverse career has been defined by a strong understanding of media, public policy, and reputation management, enabling him to successfully navigate both the public and private sectors.
Thoms began his career in journalism, where he built a distinguished record in political and parliamentary reporting. He served as Chief Parliamentary Reporter and later Deputy News Editor at Nationwide News Network, earning recognition for his insightful coverage of national issues, government affairs, and public policy. His years in the newsroom provided a solid foundation in strategic communications, media relations, and stakeholder engagement.

He subsequently transitioned into public sector communications, serving as Head of Communications at the Ministry of Agriculture and Fisheries and later at the Jamaica Urban Transit Company (JUTC). In these leadership roles, he spearheaded communications strategies, managed crisis and corporate communications, strengthened stakeholder relationships, and enhanced public awareness of key national programmes and initiatives.
Thoms has also held senior positions within the hospitality industry, serving as Regional Director of Entertainment for Playa Hotels & Resorts, operators of the Hyatt Ziva and Hyatt Zilara resorts in Jamaica. In this capacity, he oversaw entertainment programming and guest engagement initiatives designed to enhance the visitor experience and support the brands’ premium positioning.
As the new Director of Communications and Public Affairs at Huawei Technologies Jamaica, Thoms will lead strategic communications and stakeholder engagement initiatives that support the company’s business objectives and contribution to Jamaica’s digital transformation.
