Manchester man accused of signing documents as fake doctor and JP granted $600,000 bail

A Manchester man accused of misrepresenting himself as a medical doctor as well as a Justice of the Peace and signing motor vehicle and other documents was today granted $600,000 bail in the parish court.

Marvin Dean, 46, of Cross Keys, is charged with impersonating a Justice of the Peace, impersonating a doctor, unlawful possession of forged documents, forging the seal of a notary public, uttering a forged seal, possession of a forged stamp, cheating the public revenue, forgery, conspiracy, obtaining money by means of false pretence, and attempted bribery.

In granting bail, Parish Court Judge Monique Harrison ordered Dean to report to the Newport Police Station on Mondays, Wednesdays and Fridays and warned him to keep away from witnesses.

He was also ordered to surrender his travel documents, be fingerprinted, and a stop order was imposed at all ports.

He is to reappear in court on July 1.

Allegations are that a number of persons applying for driver’s licences and other documents at the Island Traffic Authority depot in Mandeville submitted paperwork.

It is further alleged that checks revealed that the documents bore Dean’s signature as a medical doctor and Justice of the Peace.

Investigations reportedly revealed that he was not a doctor and that he had been decommissioned as a Justice of the Peace in October 2024.

He was arrested and subsequently charged following a question-and-answer session.

Dean is being represented by attorneys Rodain Richardson and Amy Dunkley.
