JCF specialised operations leaders outline tactical training and regional policing role

Senior Jamaica Constabulary Force officers have outlined how the organisation’s specialised operations arm is being trained and deployed to support high-risk policing across Jamaica and parts of the wider Caribbean.

Assistant Commissioner of Police Calvin Allen, identified as battalion commander for specialised operations, said the branch sits within the Strategic Operations portfolio and reports to a deputy commissioner of police. He said its doctrine centres on gangs, gang members, wanted persons and the most dangerous offenders, with teams prepared to operate in difficult and volatile conditions.

Deputy Superintendent Ivan Lawrence, training officer at the Tactical Academy, said officers move beyond basic police preparation into higher levels of tactical instruction. Level two training is used for frontline officers, while level three is directed at highly specialised SWAT members. Level four training continues the preparation of specialised operations personnel for high-risk incidents.

The officers said training is treated as a daily priority at the specialised operations base, including preparation for operational support teams and fugitive apprehension teams islandwide. Members must also return for regular requalification. Level two members are assessed every six months, while level three members return quarterly. Those who do not meet the required standard may be sent back to ordinary policing duties.

Allen said 32 JCF members, most from specialised operations, completed advanced tactical training in Miami and drew strong praise from the Miami-Dade Sheriff’s Department. He also said Jamaican officers deployed in Turks and Caicos are level two and level three trained, and that a cohort from that territory has also received Jamaican training.

The discussion also addressed women in specialised operations, including female SWAT leadership and female officers who performed strongly during overseas training. The officers said the unit’s training also stresses human rights, legality, proportionality, accountability and public engagement, alongside tactical readiness.
