Montague Says NaRRA Act Will Reshape Jamaica's Real Estate Sector

The National Reconstruction and Resilience Authority (NaRRA) Act is poised to overhaul Jamaica's real estate and investment environment, according to Minister with responsibility for Land Titling and Settlements, Hon. Robert Montague.
Montague made the remarks on April 30 during the launch of a new partnership between the Real Estate Training Institute (RETI) and the Certified Commercial Investment Member (CCIM) Institute. He cited the recent passage of the NaRRA Bill in the lower House as a pivotal move toward modernising how the country plans and delivers development, and a catalyst for stronger economic growth.
"This is a transformational piece of legislation," the Minister said, adding that the Authority's true value lies in its capacity to free up land, expand infrastructure and ignite large-scale real estate activity nationwide.
He explained that NaRRA has been designed to carry projects from idea to delivery more quickly, by tightening coordination between government agencies, simplifying approvals and cutting bureaucratic delays.
The Minister said the new framework will have immediate consequences for the property market. "NaRRA will put real estate development in Jamaica on steroids. Major infrastructure projects approved under NaRRA, such as the new North-South Highway exit, will open up thousands of acres of land for housing, tourism and commercial use. This will significantly expand Jamaica's real estate footprint and create high-value opportunities for developers, brokers, valuers and investors," he said.
Montague added that the law delivers the kind of predictability and pace that investors have long called for, while pushing more projects into the active development pipeline.
Among the anticipated benefits, he listed wider land availability, broader housing and commercial development prospects, and stronger activity across the residential, tourism and investment segments.
"This is not just about building infrastructure. It is about activating real estate at scale," Montague stated.
