Superintendent Carey Duncan reassigned to PSTEB

Head of the Manchester Police Division, Superintendent Carey Duncan, has been reassigned to the Public Safety and Traffic Enforcement Branch (PSTEB).

He is being be replaced by Deputy Superintendent Odean Dennis, who was previously assigned to the Portland division. DSP Dennis was previously the Operations Officer for Portland. 

He also served in the same capacity in Trelawny. The reassignments, which were listed in the Jamaica Constabulary Force Orders, take effect on June 22. 

Throughout his time as commanding officer, Superintendent Duncan has tackled gang violence and organised criminal activity in Manchester. The division recorded a 38 per cent reduction in murders in 2025. 

However, there’s been an uptick in homicides in the first half of 2026. Between January 1 and June 7, 2026, Manchester recorded 17 murders. Superintendent Duncan has said interpersonal conflicts and lottery scamming disputes account for the majority of murders across the parish.

Responding to the news of Superintendent Duncan’s transfer, one commentator on social media, Blake Blake remarked, “this decision was long overdue. Superintendent Carey Duncan’s tenure was marked by far too many soundbites and public statements that often sounded impressive but failed to deliver meaningful results on the ground. Effective policing requires leadership, accountability, and a clear crime-fighting strategy not public relations exercises.”
