
Prime Minister Dr. Andrew Holness has again argued that Jamaica can move public works more quickly while still maintaining proper oversight, saying that “efficiency is not the enemy of accountability.”
Dr. Holness made the point today while addressing the opening ceremony for the newly rebuilt Troy bridge. He used the project to underline his concern that Jamaica’s strict bureaucratic processes often slow the delivery of major works.
The Prime Minister said the Government already has mechanisms to account for spending and execution on infrastructure projects. He added that long delays affect citizens and can also drive up avoidable costs.
According to Dr. Holness, the level of procedure attached to the Troy bridge work was not needed. He said steps are being taken to improve the system, with the National Reconstruction and Resilience Authority expected to help deliver both speed and accountability.
