Scott-Mottley flags land-title angle in NaRRA debate on Portmore school fence

Senator Donna Scott-Mottley has taken issue in the NaRRA debate with comments Senator Dana Morris Dixon offered last week that hold-ups on a fence for a Naggo Head, Portmore school stemmed from neglect at the Portmore Municipal Council.

Speaking in the Upper House, Scott-Mottley contended that omitting material background—among it an alleged quarrel over title to the land—risked portraying the local authority as mere foot-dragging when the file may be more tangled.

She further asked what role NaRRA’s sweeping mandate might have played in that scenario, and if the outfit would have sought to take the plot compulsorily.

Her remarks underscored openness, sound stewardship, and avoiding the mixing of unrelated points merely to sell the case for NaRRA.
