Jamaica’s premier anti-corruption agency, the Integrity Commission (IC) is reporting its highest ever compliance rate of  87% for the 202526 Financial Year.

This achievement represented a 20% or 3,510 increase in the number of Statutory Declarations submitted when compared to the prior 2024/25 Financial Year. period. At the time of preparing this report, which was tabled in Parliament on Tuesday, the IC received 22,861 (93.60%) of the Statutory Declarations that were required for the period ended December 31, 2025.

The IC receives and certifies Statutory Declarations of Assets and Liabilities from Parliamentarians and other high government officials. With regards to the examination and certification of Statutory Declarations, the commission examined 8,529 Statutory Declarations. The Commission also certified 1,731 Statutory Declarations. Investigation of complaints

At the same time, the IC received 227 complaints and pieces of information during the review period under review. Some 23 matters were referred to the Director of Investigation; 169 were closed, and 90 remained under review as at March 31, 2026. 

At the end of the reporting period, 175 or 98% of Public Bodies had submitted Protected Disclosures Procedural Guidelines. In addition, nine Protected Disclosures were received by the Commission, and 17 matters were carried forward from the previous period. 

Ten of the Disclosures were reviewed and assessed; one was referred to the Director of Investigation and two matters were referred to Prescribed Persons. Seven matters were closed, and 16 remained in progress at the end of the reporting period.

During the 2025/2026 financial year, a total of 18 matters were referred for investigation. Of the 18 complaints referred for investigation, 10 matters were pursued. The IC is also reporting that all cases being pursued are ongoing and are at varying stages of the investigation process, pursuant to Section 33 of the Integrity Commission Act.

Cases completed or closed

Overall, at the end of the 2025/2026 financial year, a total of 31 matters were completed/closed of which two matters were tabled in Parliament, 26 closed on Enquiries, and three matters were referred to Competent Agencies. During the 2025/2026 financial year, a total of 152 declarations and financial investigation matters were referred for investigation.

 Of the 152 referrals/complaints received, a single batch of 147 referrals was in relation to non-compliance breaches (failure to file), and the remaining five were corruption-related. As at March 31, 2026, a total of 97 matters emanating from the referenced batch of 147 referrals were concluded, with 50 such matters remaining active.

During the period April 1, 2025, to March 31, 2026, a total of 893 construction contracts, 585 non-construction related contracts, and 557 licence/permits opportunities were monitored during the reporting period.
