Jamaica to launch demerit points in October as NHT opens deposit advance for young buyers

Several major policy moves and developing stories shaped the start of the week in Jamaica on Monday, June 29, 2026, as authorities outlined new road-safety enforcement, housing support for young contributors, and long-term hurricane recovery spending.

Minister of Energy, Transport and Telecommunications Daryl Vaz said a demerit point system will take effect on October 1, 2026, under the Road Traffic Act 2018 and the Road Traffic Regulations of 2022. Points will be added to drivers' records for specified offences, with licence suspension possible where thresholds are exceeded. Vaz urged motorists to settle outstanding traffic tickets by September 30, 2026, before the system begins.

The National Housing Trust will roll out an advanced deposit loan from July 1 for contributors aged 35 and under buying a first home. Eligible applicants may receive up to $2 million upfront from an approved mortgage to cover a property deposit. The NHT said the advance is not an extra loan but an early portion of an approved mortgage, and applicants must still meet existing income and repayment requirements.

The Jamaica Social Investment Fund is carrying out a $27 billion post-Hurricane Melissa recovery programme over five to six years. Managing Director Omar Sweeney said western parishes have faced severe challenges since the storm in October 2025. The plan targets community redevelopment, social capital, and school support, with emphasis on areas hardest hit.

Police in St. Elizabeth are investigating the death of Tajay Atkinson, 22, a labourer of Union District, whose body was found with stab wounds near the main road in Union, close to Balaclava, around 7:00 a.m. Sunday. He was pronounced dead at hospital.

Deputy Prime Minister and National Security Minister Dr. Horace Chang rejected reports that third-country nationals under Jamaica's agreement with the United States have already arrived, and dismissed claims that a St. Mary Airbnb has been earmarked to house them. "There are no third country nationals in our country who have been sent here by anybody by the United States and government at all," he said, adding that naming a villa operation was "totally false" and put a legitimate business at risk.

Dr. Andrew Wheatley's lawyers filed a Supreme Court application on Friday seeking to quash an Integrity Commission report that recommended charges including illicit enrichment, and to block any prosecution flowing from it. Wheatley has maintained his statutory declarations were lawful. The challenge names the Integrity Commission, investigation director Kevin Stevenson, and acting Director of Corruption Prosecution Kellyanne Murdoch as respondents.

In sport, co-host Canada became the first team to reach the FIFA World Cup round of 16, beating South Africa 1-0 on Sunday through a 92nd-minute goal from midfielder Stefan Stakio. Lionel Messi scored his seventh consecutive World Cup goal as Argentina defeated Jordan 3-1 to advance.
