Jamaica Nears Launch of Power Wheeling as Tariff Talks Enter Final Stage

The Government says it is in the closing phase of work to bring power wheeling into operation in Jamaica, after the necessary regulations were completed and formally gazetted.

Minister of Energy, Transport and Telecommunications, Hon. Daryl Vaz, told the House of Representatives on May 5, during his 2026/27 Sectoral Debate presentation, that discussions are now focused on finalising tariffs and billing mechanisms.

Under power wheeling, people who produce extra electricity at one property will be able to apply the resulting credit from the Jamaica Public Service (JPS) to another location. The Administration says the measure is part of a wider push to strengthen the country’s energy framework and improve efficiency.

“At the same time, the updated National Energy Policy, along with its supporting Action Plan and sub-policies, is being finalised for submission to Cabinet, for which I signed before coming to Parliament,” Mr. Vaz told the House.

He said the policy outlines a direct route to an energy system that is secure, reliable, affordable and sustainable. According to the Minister, it targets national priorities such as extending electricity access to the remaining five per cent of Jamaicans now without service, lifting system performance, keeping prices manageable and improving disaster resilience.

“In practical terms, this is about building an energy system that works for the Jamaican people, one that reduces costs over time, supports economic growth, and protects us from external shocks,” Mr. Vaz said.
