Clarendon JP Dudley Powell Gets $400,000 Bail In Manchester Fraud Case

A Justice of the Peace accused in a fraud matter was offered bail of $400,000 when he went before the Manchester Parish Court on Wednesday.

The accused is Dudley Powell, 64, a businessman from Glencoe, Spalding, in Clarendon. He is before the court on charges of cheating the public revenue, fraudulent use of an official seal, and misconduct in public office.

Powell appeared before Parish Court Judge Monique Harrison. Bail was approved after attorney-at-law Odane Marston made an application on his behalf.

Under the bail terms, Powell must provide one surety, report to the Spalding Police Station three times each week, hand over his travel documents, and observe a stop order covering all ports of entry and departure.

The case is set to return to court for mention on July 1.

Investigators allege the probe began after application forms were lodged at a depot with documents carrying Powell's name and signature, and purporting to show that he was a medical doctor.

Police reportedly mounted an operation on May 18, 2026, at the Mandeville Island Traffic Hub, where Powell was taken into custody. He was later charged following a question-and-answer session with investigators.
