Morgan vows SPARK 2 will deliver remaining roads promised under island-wide programme

लोक निर्माण मामलों के प्रभारी मंत्री रॉबर्ट मॉर्गन ने दोहराया है कि सरकार Shared Prosperity through Accelerated Improvement to our Road Network (SPARK) पहल के तहत हर निर्वाचन क्षेत्र में 10 सड़कों के पुनर्वास के अपने वादे को पूरा करने का इरादा रखती है, और संकेत दिया है कि पहला चरण समाप्त होते ही दूसरा चरण शुरू किया जाएगा।

“जैसे ही SPARK 1 समाप्त होगा… अगले वित्तीय वर्ष की पहली तिमाही के आसपास, हमें SPARK 2 करना ही होगा क्योंकि हमने प्रति निर्वाचन क्षेत्र 10 सड़कों का वादा किया था,” मॉर्गन ने गुरुवार को Jamaica Observer को बताया।

National Works Agency (NWA) के मुख्य कार्यकारी अधिकारी EG Hunter ने समिति को बताया, “At the time of the community consultations when the 10 roads were identified, nobody knew at that point in time what the cost for any of the roads [would be]. So notwithstanding the fact that 10 roads were identified the number of roads that can be undertaken based on the budget depends on the cost of each road.”

Hunter ने आगे कहा, “To the extent that the cost of the first or second road chosen are substantial in terms of their cost, it’s the extent to which limited funds remain from the budget to undertake the other roads,” यह उल्लेख करते हुए कि मूल रूप से चिन्हित 630 सड़कों में से 250 से अधिक पर काम होने की संभावना नहीं है।

“There are more roads that need new water pipes than we thought initially and there were also some roads that needed significantly more money after the initial costing was done,” मॉर्गन ने कहा।

उन्होंने Kingston Eastern में Everest Drive का उदाहरण दिया, जहाँ कार्यक्रम की शुरुआत हुई थी, और कहा, “You went in there planning to spend $70 million and ended up spending $100 million because you now have to build more retaining walls, you have to build more drainage”।

मॉर्गन ने आगे कहा, “The Government has made a decision to build the roads properly …we are not taking a short cut, we’re focused on quality over quantity.”

“The quantity is going to come under SPARK 2 to finish what we have and add some more. But we have made a policy decision that these roads must last 10 to 15 years,” उन्होंने कहा।

“If you don’t do them properly they are not going to last 10 to five years, so the tradition of just asphalting the road and then two years later you see the road start swelling up and water pipes bursting and National Water Commission (NWC) has to be digging up the road [will be a thing of the past],” मॉर्गन ने जोड़ा।

उन्होंने Observer को बताया कि Dr Andrew Holness के नेतृत्व वाले प्रशासन ने इस पहल की शुरुआत के बाद से बहुमूल्य सबक सीखे हैं।

“We have learnt lessons from Richings Avenue, we have learnt lessons from Liguanea Avenue,” मॉर्गन ने कहा, यह याद करते हुए कि एक मामले में SPARK के तहत दोबारा बनाई गई सड़क के एक हिस्से को मात्र चार महीने बाद ही NWC ने फिर से खोद डाला।

“As we move the programme forward we keep learning lessons and we keep having to change because Jamaica has never built 400 roads under any programme. So this is new, it is new for the NWA, it is new for China Harbour Engineering Company who is the main contractor, it is new for the subcontractors, it is new for the NWC,” उन्होंने कहा।

मंत्री ने सावधानी से चेतावनी दी कि SPARK 2 अनिवार्य रूप से अगले वर्ष की पहली तिमाही में शुरू नहीं भी हो सकता है। “We have started planning for SPARK 2. I have given instructions to the NWA to start preparing for SPARK 2 and this is a high policy decision. This is a decision that was made in our manifesto for the last general election that we’re going to do part two,” उन्होंने कहा।

कार्यक्रम के मौजूदा चरण के तहत, मॉर्गन ने संकेत दिया कि अधिकांश निर्वाचन क्षेत्रों को पाँच से आठ सड़कें मिलेंगी। उनकी अपनी Clarendon North Central सीट पर SPARK 1 के तहत केवल पाँच सड़कें ही पूरी होनी हैं, जबकि Dr Horace Chang द्वारा प्रतिनिधित्व किए जाने वाले St James North Western को इसके छोटे आकार के कारण पूरी 10 सड़कें मिलेंगी। Portmore के सांसदों से भी अपेक्षा है कि उनकी सूचीबद्ध अधिकांश सड़कें पूरी हो जाएंगी।
