Government Drafts Rules to Curb Overloaded Trucks and Protect Jamaica's Roads

Authorities are drawing up new regulations to tackle overweight trucks and other conduct that accelerates wear on Jamaica's road network. Hon. Robert Morgan, Minister without Portfolio in the Ministry of Economic Growth and Infrastructure Development with responsibility for Works, shared the update during his 2026/27 Sectoral Debate presentation in the House of Representatives on Wednesday, June 17.

"Rules are coming… [including measures to address] persons who continue to emanate destructive substances on our roads," he informed the House.

Mr. Morgan said the planned measures fit into a broader set of efforts to sharpen how national infrastructure is managed and kept in good repair, including stronger oversight across the road maintenance system.

Separately, the Minister disclosed that he has issued a policy directive to the National Works Agency (NWA) to raise the quality of road maintenance works across the island, tighten monitoring of repair activity, and improve accountability in how maintenance programmes are executed.

"[This is] to ensure that we govern the quality of asphalt, the way contractors are patching the road, and the supervision that is being done in the road maintenance programmes, [so that] that the public gets value for money," Mr. Morgan stated.
