State Minister Cuthbert - Flynn Opens New St. James Probation Office The Ministry of National Security a nd Peace of ficially opens the newly retrofitted St. James Probation Office, underscoring the government’s commitment to strengthening correctional services, advancing rehabilitation and promoting safer communities. Speaking at the opening ceremony on Friday (March 13) , Minister of State in the Ministry of National Security and Peace, the Hon. Juliet Cuthbert - Flynn, emphasi s ed the deeper significance of the opening. “While today marks the relocation of a physical space, the significance of this moment runs much deeper. It speaks to our collective commitment to strengthening corrections and advancing the rehabilitation agenda that guides Jamaica’s correctional system,” Minister Cuthbert - Flynn said. Probation Aftercare Officers, she noted, play a vital and often underappreciated role in Jamaica’s justice architecture. @ MNSGOVJM “ As officers of the Court, they operate at the intersection of justice, social support and public safety. Every Social Enquiry Report prepared, every supervision meeting conducted and every counselling session delivered contributes to a justice system that is informed, balanced and humane,” the State M inister noted. She also commended the leadership of the Department of Correctional Services and the dedication of Probation Aftercare Officers across the island. “Your service strengthens not only the justice system but also the social fabric of our communities. This new facility stands as a symbol of that work and of the government’s commitment to supporting those who deliver it,” Minister Cuthbert - Flynn said. The State Minister encouraged individuals to take responsibility for their actions while being supported in addressing the circumstances that may have contributed to their conflict with the law. This, she said, reflects the philosophy underpinning Jamaica’s National Correctional Services Policy, which places strong emphasis on rehabilitation, reintegration and community - based corrections. The newly renovated facility includes dedicated office spaces and a private counselling room, designed to foster meaningful interventions between officers, clients and families. - 30 -
