Jamaica and the United States are preparing to start negotiations on a proposed arrangement that could require the island to take in foreign nationals whom American authorities deport, before those individuals are removed to their countries of origin.

A draft framework examined by this publication indicates that as many as 25 non-Jamaicans could be sent to Jamaica every two weeks under the plan. Formal discussions between the two governments are expected to get under way soon.

In St. James, Constable Andrew Wilson, who faces a murder charge in connection with the May 17 shooting death of Latoya Bouje Bulgin in Granville, has been released on bail of $1 million. The St. James Parish Court granted bail at his second court appearance on conditions that he live at a specified address, report to a designated police station, and surrender his travel documents.

The Supreme Court has turned down a new bail application from Constable Marlando Rowe, holding that it had no power to reopen decisions already taken through earlier court challenges. Rowe has been held for more than a year and is one of six people scheduled to stand trial in September over an alleged multimillion-dollar scam.

A male student from Port Antonio High School in Portland is in police custody after another male was stabbed to death during a confrontation in Port Antonio on Monday afternoon. Investigators said the violence grew out of a dispute among a group of boys.

In sport, the Jamaica Athletics Administrative Association National Senior and Junior Championships will run from June 25 to 28 at the National Stadium. Association President Garth Gayle said the meet will draw a strong field, including sprinters Oblique Seville, Shericka Jackson, Elaine Thompson-Herah, and Tia Clayton. Kemar Bailey and Raheem Sterling will not compete because of injuries.

Midday trading placed the United States dollar at J$158.91, the British pound at J$217.63, and the Canadian dollar at J$113.95.
