Nationwide Cannabis Permit Tour Aims to Widen Industry Access

State Minister in the Ministry of Industry, Investment and Commerce, Hon. Delano Seiveright, announced in Newell, St. Elizabeth, on July 10 that Jamaica is opening wider pathways into its expanding cannabis industry through a countrywide Cannabis Permit Road Tour.

The outreach is intended to steer the cannabis economy toward fuller compliance and wider involvement. It will introduce two fresh permit types meant to tighten the rules while creating more room for growers, communities, and investors. The Cannabis Licensing Authority (CLA) will travel with the tour to give regulatory advice, technical help, and practical aid with applications for those taking part and for the public.

"Our goal is to build a robust, transparent, and inclusive cannabis sector that can generate meaningful economic activity while protecting public health and safety," State Minister Seiveright said. "The Cannabis Road Tour is a critical step in demystifying the process, clarifying the rules, and giving Jamaicans real pathways to participate in a multibillion-dollar global market," he continued.

One new category is the Cultivator's (Transitional) Special Permit, aimed at seasoned growers who do not yet have all the money or technical capacity required. Mr. Seiveright said the permit recognises established growing skill and offers a staged route toward meeting tougher requirements. He stressed that the scheme seeks to speed up lawful cultivation without weakening regulatory standards.

The second category, the Special Community Permit, lets communities combine resources and jointly pursue cannabis ventures. According to Mr. Seiveright, the intent is to spread earnings from cannabis more widely in those communities, support lasting local development, and lessen uneven sharing of gains.

He said both permits form part of Jamaica's broader regulatory plan to bring the industry into the formal economy under the CLA, which handles licensing, compliance, and enforcement. Set up to oversee Jamaica's cannabis economy, the CLA is charged with safe production, fair commercial conduct, and even-handed access to openings in the expanding market.

On the tour, CLA officers will meet residents face to face, field queries, walk applicants through the rules, and supply technical and application help. The effort is meant to make licensing clearer, spell out who qualifies, and support small operators dealing with the permit system for the first time.

Stops will include interactive sessions, public question-and-answer periods, and private meetings with CLA staff. Jamaicans who wish to take part are encouraged to bring papers covering cultivation background, ownership, or community projects, and to be ready to discuss permits, compliance, and funding.
