JCSA Calls NWA Staff Back To Work Ahead Of Restructuring Talks

The Jamaica Civil Service Association (JCSA) is calling on National Works Agency (NWA) staff to stop their industrial action while talks are pursued with agency leaders and the Ministry of Finance and the Public Service.

On Tuesday, the union said about 78 employees had signalled that they were prepared to pull their labour unless swift steps were taken to address long-running complaints tied to staff restructuring and reclassification.

In a statement issued Wednesday evening, the JCSA said NWA management had contacted the association and that a meeting is now set for next week Tuesday at 10 a.m.

Following that development, the association asked its members to report for duty on Thursday, May 21, 2026, while discussions proceed with management and the finance ministry.

The union also urged members to wear black on Tuesday to show solidarity as it continues pressing for urgent attention and a settlement of the matters affecting workers.

According to the JCSA, the employees’ concerns include salary discrepancies, the non-alignment of technical officers, unpaid allowances for eligible staff, vacation leave entitlement issues, and what it describes as insufficient engagement by management on the restructuring exercise.

The workers are also said to be uneasy about their job security because of the proposed creation of the One Road Authority and the National Reconstruction and Resilience Authority (NaRRA).
