UDC Sets Aside $1.21 Billion for New Head Office Land in 2026-27 Budget

The Urban Development Corporation (UDC) has included a $1.21-billion provision in its 2026-27 budget to purchase land for a new headquarters, according to the Public Bodies Estimates, but the agency has not publicly identified the location.
In the Estimates, the line item is listed as “UDC HQ land acquisition”. UDC’s current offices are at 12 Ocean Boulevard in downtown Kingston.
Since 1968, the corporation’s mandate has covered development work, especially urban renewal and wider economic growth initiatives, and it falls under the Ministry of Economic Growth and Job Creation.
In the Public Bodies document, the agency said: “The UDC will continue to play an essential role in the transformation of Jamaica’s urban centres and rural towns.” Up to publication time, however, the corporation did not answer Financial Gleaner questions on where the headquarters land is or when the project is expected to move ahead.
The head-office land purchase is one of five projects in UDC’s $5.47-billion capital spending plan for the fiscal year that began in April 2026. Other allocations are $1.28 billion for a nine-acre commercial mall in Ocho Rios, $1.22 billion for a commercial block at Caymanas Estate in St Catherine, $126.6 million to expand the Hellshire sewage treatment plant, and $647.3 million for smaller undertakings.
Neither the headquarters land item nor the Ocho Rios mall was listed in the prior year’s Estimates or in UDC’s published corporate plan.
To partly fund these capital works, UDC is projecting $3.81 billion from asset disposals, almost four times the $1.02 billion it realised in 2024-25.
Unaudited statements indicate UDC spent $148.7 million on capital works in 2024-25, meaning the proposed $5.47-billion outturn is more than 30 times that level.
It is still not clear if the proposed headquarters land buy is tied to any plans involving National Heroes Circle in Kingston. The State controls the circle itself, including the landscaped roundabout and immediate area, while nearby perimeter properties remain privately owned.
