PRESS RELEASE April 2 8 , 2026 Contact : Mrs. Kadiesh Jarrett - Fletcher Director, Client Services, Communications, & Information Court Administration Division Email : [email protected] Website : www.cad.gov.jm _____________________________________________________________________ FIRST PHASE OF IECMS COMMENCES IN JAMAICA KINGSTON , Jamaica: — Months after the contract was signed, the first phase of the Judiciary of Jamaica’s Integrated Electronic Case Management System (IECMS) has officially commenced, with teams from Rwanda and Synergy International Systems visiting the island to conduct an in - depth needs assessment, with a view to going live with the system in September 2027. Speaking at the launch, The Honourable Mr. Justice Bryan Sykes, OJ, CD, Chief Justice underscored that the success of the initiative will depend on openness and accuracy from all participants , “This needs assessment requires a high degree of candor from all stakeholders. We must engage with clarity and honesty in examining our existing systems and processes. Only through an accurate and unvarnished understanding of our current realities can we d esign and implement a case management system that is effective, resilient, and truly aligned with the needs of the Jamaican people.” He further underscored the significance of the assessment itself , “This needs assessment is not a formality , it is the foundation of everything that follows. If we get this stage right, we build a system that works. If we do not, we risk investing in something that does not deliver for the judiciary or the public.” This initiative brings together national stakeholders and international partners, including Synergy International Systems, to design a secure, interoperable platform tailored to Jamaica’s legal and institutional context. The IECMS will enable electronic filing, case tracking, digital evidence management, and improved scheduling across institutions such as the Jamaica Constabulary Force, the Office of the Director of Public Prosecutions, the Department of Correctional Servi ces, and the courts, allowing for better coordination and real - time data sharing.
2 | The Chief Justice highlighted the broader impact of the reform , “The IECMS is not simply a technology upgrade , it is a justice delivery reform. It will enable the judiciary to manage cases with greater efficiency and precision, while giving the public a system that is faster, more transparent, and more predictable. That is the standard by which this initiative will be judged.” Ultimately, the system is expected to reduce delays, improve efficiency, and deliver a more transparent and accessible justice process for all Jamaicans.
