Dr. Chang In a major boost to Jamaica’s national security and public safety architecture , 2 , 200 officers have been promoted in the police force . The move forms a key part of the ongoing investments in infrastructure, training, technological upgrades and expansion of the J amaica Constabulary Force (JCF). “W e have invested heavily in human resource development. In a focused way, recruitment has been expanded and training capacity has been increased. New training programmes and certification opportunities have been introduced to ensure that every officer is eq uipped not only with the physical skills required for the job, but also with the intellectual and ethical foundatio n necessary for modern policing, ” emphasised Deputy Prime Minister and Minister of National Security and Peace , the Hon. @ MNSGOVJM Speaking at the Passing Out Parade and Awards Ceremony held at the National Police College of Jamaica on Wednesday (March 25 ), he outlined that the government continues to the strengthen crime - fighting efforts and policing services offered to citizens through enhanced training , improved welfare arrangements and competitive compensation. “We have restructured compensation for police officers, ensuring that those who serve and protect are better rewarded for their sacrifice. We have strengthened staff welfare arrangements, recognising that a motivated and supported officer is a more effecti ve officer. We have established clear pathways for career advancement, so that your progress within the Force is determined by merit, discipline, and performance,” he explained. The Minister added that “ mo re than 2,200 police officers incl uding over 250 Gazetted ranks have been promoted through transparent, merit - based systems. This is not accidental; it is intentional. It reflects a commitment to fairness and to excellence .” Deputy Prime Minister and Minister of National Security and Peace , the Hon. Dr. Horace Chang inspects the 295 new Constables of Batch 163 and 164 at the Jamaica Constabulary Force Passing Out Parade and Awards Ceremony held at the National Police College of Jamaica in Twickenham Park, St. Catherine on Wednesday ( March 25 ) . He noted that the progress of the JCF is not only visible in operational outcomes, but also in growing respect, confidence and credibility being placed in the Force bo th locally and regionally. The Security Minister explained to Batches 163 and 164 that they are joining a force that has “transformed to reflect its true purpose: to serve and protect, grounded in genu ine partnership with the people, ” and reminded them that “every interaction you have with a citizen is an opportunity to build or destroy trust an d public trust is the currency of effective policing. ” As the graduation ended, Minister Chang expressed confidence in the new recruits, calling on them to be role models, catalysts for change and urged them to “choose integrity over convenience. Choose discipline over impulse. Choose service over self - interest . ”
