Former JCF Probationer Sean Raby Killed After Police Say Kingston Taxi Was Taken

A man killed by police after an alleged taxi takeover in Kingston on Wednesday has been identified by law-enforcement sources as Sean Raby, a former Jamaica Constabulary Force probationer.

Raby, 34, had been removed from the JCF before finishing his probation, an official said. He was reportedly found culpable in disciplinary matters involving misconduct and behaviour said to have undermined the order and reputation of the force.

Police reports indicate that about 6:20 p.m., Raby entered a taxi travelling towards downtown Kingston. The vehicle later stopped for a woman passenger, and a dispute reportedly started when Raby objected to her being allowed into the cab.

The driver is said to have realised that Raby had a gun. Concerned for his safety, the taxi operator reportedly shifted the vehicle into neutral, got out, and sought help from a passing police patrol.

Investigators say Raby then allegedly drove away in the taxi, prompting officers to pursue him. During the chase, he reportedly discharged several rounds at the police.

The pursuit ended on Camp Road when the vehicle collided with a utility pole. Police said Raby was later shot dead in a confrontation with officers.

A 9mm pistol loaded with nine rounds was reportedly taken from the scene.

The Independent Commission of Investigations has started an inquiry into the fatal shooting.

It is the first police fatal shooting reported for June. INDECOM said that, up to June 4, members of the security forces had fatally shot 140 people since the start of 2026.
