PICA and MIND Sign Landmark MOU to Strengthen Public Service Capacity The Passport, Immigration and Citizenship Agency (PICA) and the M anagement Institute for National Development (MIND) have signed a M emorandum of Understanding (MOU) to develop customised training programmes and structured learning pathways for PICA staff. Under this strategic partnership, MIND will collaborate with PICA to design and deliver specialised training, tailored to the Agency’s operational mandate, reinforcing Jamaica’s national security architecture and advancing public sector transformation. @ MNSGOVJM Speaking at the signing ceremony on Thursday, March 12, Minister of State in the Ministry of National Security and Peace, the Hon. Juliet Cuthbert - Flynn, emphasised that the agreement represents more than a formal partnership. “This collaboration embodies a shared commitment to strengthen public service in Jamaica, particularly the critical institutions within our national security framework,” Minister Cuthbert - Flynn said. “The creation of customised training programmes is both timely and significant as the initiative will ensure PICA’s highly specialised functions are reflected within the security and protective services professional group under the Public Sector learning Framework , ” the State Minister continued . She added that the MOU supports PICA’s ongoing organisational transformation and its ambition to become a world - class border management and identity service organisation. Dr. Ruby Brown, Chief Executive Officer, MIND, described the agreement as a catalyst for leadership and learning. “This MOU is more than a simple collaboration. It will help shape leadership and learning in practical ways, which is absolutely important given PICA’s role at the heart of border management and public service delivery in Jamaica,” Dr. Brown said. Meanwhile, PICA’s Chief Executive Officer, Mr. Garth Williams, hailed the signing as a “significant milestone” . “By formalising this strategic partnership with MIND, we are creating opportunities to upskill our staff, enabling professional growth while delivering a ‘best in class’ experience in service delivery,” Mr. Williams said. The MOU, which will last for three (3) years with provisions for extension, aligns with the Government of Jamaica’s Public Sector Learning and Development Polic y and Outcome 6 (Effective Governance ) of Vision 2030 Jamaica National Development Plan. This outcome emphasises building a capable, professional and responsive public service. - 30 -
