Jamaica Moves to Build Unemployment Insurance Through NIS

Jamaica is moving closer to unemployment insurance for workers, with the Ministry of Labour and Social Security now preparing the laws and operating systems needed to put the benefit in place.

Minister of State in the Ministry, Hon. Donovan Williams, gave the update on May 31 during the National Insurance Scheme's 60th anniversary church service at Boulevard Baptist Church in Kingston.

Williams said the recent pandemic, along with the damage caused by Hurricanes Beryl and Melissa, showed why Jamaica must widen social protection for its people. He said the experience made it clear that the NIS should be strengthened with unemployment insurance to assist workers who lose their jobs through no fault of their own.

The proposed benefit would replace part of a worker's income for a limited time after sudden job loss. Williams said persons affected by Hurricane Melissa, for example, could have qualified for payments for as many as 13 weeks if unemployment insurance had already been operating under the NIS, giving them support while they recovered and searched for new employment.

He said the aim is not only to offer short-term financial assistance, but also to help beneficiaries return to work quickly. Funding the benefit will require an added contribution of 1.02 per cent, and the NIS has already started public education ahead of further implementation details.

Cabinet approved the unemployment insurance benefit in 2025, clearing the way for it to be added to the existing NIS provisions.

The National Insurance Scheme provides social insurance benefits to contributors and qualified dependents. For many Jamaicans, especially retirees, widows and widowers, it is often the most dependable source of income and financial support.
